The Emissary

Gather information on San d'Oria and Windurst. The Bastokan consulates in those two countries will provide you with a detailed briefing.
San d'Oria > Windurst
Go to the highest camp in the Ghelsba Outpost and defeat Warchief Vatgit.
Go to the deepest level of Giddeus and destroy the terrible beast terrorizing the Yagudo.
Windurst > San d'Oria
Go to Heavens Tower and acquire the magic sword to be offered to the Yagudo. Switch weapons at the consulate before taking it to the treasure chamber in Giddeus.
Investigate the Yughott Grotto deep inside the Ghelsba Outpost.

Enemies

Note that there are two paths to choose from, and thus all the enemies listed below are not required fights for everyone. The enemies you must fight will depend on whether you enter San d'Oria or Windurst first.

Whichever branch of the mission you end up on, the final fight in it will be against an ahriman-type and a dragon-type monster in a Burning Circle. This fight is capped at level 25, and accepts a full party of people. However, the fight can in many cases be duoed, and in some rare cases soloed with enough preparation.

Warchief Vatgit

Level: 16
Drops: gil, title: Warchief Wrecker
Location: Ghelsba Outpost H-7, respawn 10 minutes

Vatgit is the NM you must defeated for the San d'Oria leg of the San d'Oria > Windurst path of this mission. He is easily soloable by any job around level 20, although at lower levels you should note that the area he's in has many Orcs and they link. He has a bit over 300 HP.

Searcher

Level: 23
Drops: -
Location: Balga's Dais BC

The Searcher is spawned alongside the Black Dragon in the San d'Oria > Windurst story. It is an ahriman-type mob with almost 600 HP. It will cast black magic spells such as Bio and elemental nukes.
Generally, it's recommended that you defeat the Searcher before the Black Dragon.

Black Dragon

Level: 25
Drops: title: Black Dragon Slayer
Location: Balga's Dais BC

The Black Dragon is spawned alongside the Searcher in the San d'Oria > Windurst story. It is a dragon-type mob with some 1,200 HP. It'll hit hard and moderately fast. It also has an AoE poison move that deals 10 dmg/tick. It might also Curse people.
Generally, it's recommended that upon entering the BC, somebody sleeps the Black Dragon and everyone gangs up on the Searcher first. Once you're done with the Searcher, you can move on to the Black Dragon.

Eyy Mon the Ironbreaker

Level: 16
Drops: Aspir Knife, gil
Location: Giddeus lower map G-7, respawn 15-25 minutes

Eyy Mon is the NM you must defeat for an Aspir Knife in the Windurst > San d'Oria story. The knife is a guaranteed drop, so you should not have too many difficulties. While is a NIN build, and will link to any Yagudo nearby, there aren't too many other Yagudo where he spawns. Even if you should happen to link the other yagudo, the fight should be easy enough if you are capped for the BC fight.

Spotter

Level: 23
Drops: -
Location: Horlais Peak BC

The Spotter is spawned alongside the Dread Dragon in the Windurst > San d'Oria story. It is an ahriman-type mob with almost 600 HP. It will cast black magic spells such as Bio and elemental nukes.
Generally, it's recommended that you defeat the Spotter before the Dread Dragon.

Dread Dragon

Level: 25
Drops: title: Dread Dragon Slayer
Location: Horlais Peak BC

The Dread Dragon is spawned alongside the Spotter in the Windurst > San d'Oria story. It is a dragon-type mob with some 1,200 HP. It'll hit hard and moderately fast. It also has an AoE move that removes all status effects on the targets. It might also Curse people.
Generally, it's recommended that upon entering the BC, somebody sleeps the Black Dragon and everyone gangs up on the Spotter first. Once you're done with the Searcher, you can move on to the Dread Dragon.

Strategy

Once you have signed up for the mission, you must talk to Naji in front of the President's Office in Metalworks. You will receive instructions to visit both Windurst and San d'Oria, although the order you do these two in is completely up to the player's discretion.
From this point on, depending on whichever nation you choose to visit first your instructions will vary.

San d'Oria > Windurst

The Consulate of Bastok in San d'Oria is located in Northern San d'Oria K-10. Go talk to Baraka at the reception, and then Helaku, your consul. He will instruct you to talk to Halver in Chateau d'Oraguille. You cannot miss the Chateau, it's in the same square as the consulate.

Halver will instruct you to head on to Ghelsba Outpost and defeat Warchief Vatgit. You can get to Ghelsba through West Ronfaure E-4, and once within the Outpost head to H-7 where you can find Vatgit. Note that to get to the area you must take the long way around north.
Once done, head back to the consulate and talk to Helaku again. You will be told to continue on to Windurst.

In Windurst the consulate is located in Port Windurst F-6, and the consul is called Melek. She will tell you to talk to Kupipi for further instructions. You can find Kupipi in Heavens Tower accessible from Windurst Walls. Kupipi is in the Clerical Chamber located directly forward from the entrance. Kupipi will give you the key item Dark Key.

The next portion of the mission will include an NM fight, so be sure to head out prepared. Exit Windurst to West Sarutabaruta, and head to F-8. You will enter Giddeus. Within Giddeus head to G-12 and enter Balga's Dais. The BC will send you to a fight with Searcher and a Black Dragon. Note that this BC will be capped at level 25.
Once you've won, you must return to Melek, who will hand you the key item Kindred Report. To complete the mission, go back to Bastok and talk to Naji.

Windurst > San d'Oria

The Consulate of Bastok in Windurst is located in Port Windurst F-6. Talk to Melek, who will send you on to Heavens Tower in Windurst Walls. The person you must talk with is Kupipi, in the Clerical Chamber directly forward from the entrance to the Tower. Kupipi will hand you the key item Sword Offering. Next, return to the consulate and talk to Gold Skull. He will exchange your sword offering for a Dull Sword.

What you must do next is head to Giddeus. Giddeus can be accessed through West Sarutabaruta F-8. Your goal in Giddeus is to head to the Storage Room. You can find it by first heading to I-8, where you will take the tunnel leading to the lower portion of Giddeus. Once there, head to F-7 where you will find the NPC Uu Zhoumo. Talk to him.
Next you must find the NM Eyy Mon the Ironbreaker at G-7, and obtain an Aspir Knife. Then return to Uu Zhoumo and trade that knife to him. Once done, return to Melek in the consulate.

The next leg of the mission is to head to San d'Oria. The consulate is located in Northern San d'Oria K-10. Talk to the consul Helaku, who will send you on to talk to Halver in the Chateau d'Oraguille. The Chateau is in the same square as the consulate, you cannot miss it. Halver will in turn send you to Horlais Peak.

Before heading out, prepare for an NM fight once at your destination. Said fight will be capped at level 25, so act accordingly. When done, head out to West Ronfaure E-4, where you will enter Ghelsba Outpost. From here on you have two ways to get to your destination, but the quicker one is to head to I-11 that leads to Yughott Grotto. In Yughott, head all the way north-east to K-5, where you will enter Fort Ghelsba. Now follow the right wall to J-8 and enter the hut there. Behind the hut is a tunnel leading to a different part of Yughott Grotto. At J-6, you will enter the Horlais Peak BCNM room. Enter the BCNM and defeat the Spotter and the Dread Dragon.
Once you've won, you will gain the key item Kindred Crest. Return to San d'Oria to speak to Helaku, who will give you the Kindred Report. To complete the mission, head back to Bastok and speak to Naji.

Mission Orders

Naji: Good to see you again. I hear you're going overseas.
Usually, I would be giving you your orders, but this time, the president's aide wants to meet with you in person.
I don't know if the missions you've been on so far were tough for you…
But this time, I'm sure it's going to be a real challenge.
I mean, you're going to have to go to both San d'Oria and Windurst…
It's not like going somewhere nearby, like Gustaberg or the Konschtat Highlands. You'll have to travel by sea, too.

Naji walks you inside.

Naji: This is the President's Room. Remember to be polite.
(Oh, and make sure you don't say anything that might offend him… He's really touchy.)
Lucius: Ah, we have been expecting you. I remember meeting you after your first mission. Let me introduce you. This is Sir Karst-
Karst: President Karst. That is how you will address me.
Lucius, what was that about a first mission?
Lucius: The report from the Zeruhn Mines, sir. About the Talekeeper-
Karst: Hmph. Those Galka again. I was not informed you had met with the messenger, Lucius.
Lucius: I did not feel it was necessary to bother you with such trivial matters, sir.
Karst: "President," Lucius.
Lucius: My apologies. I am sorry for not having informed you about the Galka, Mister President.
Karst: No matter. Here are your orders.
As you know, there are three other nations aside from our own in Vana'diel. The Kingdom of San d'Oria, the Federation of Windurst, and the Grand Duchy of Jeuno.
Jeuno is still professing neutrality, so I want you to go to San d'Oria and Windurst.
It does not matter which you go to first, as long as you go to both. I will give you a letter of introduction, which you will present to the consuls in both nations. Any questions?

Karst: The consuls in each country will tell you. Don't worry, we are not asking you to spy - the jobs you will be given will benefit those countries as much as ours.

Karst: Why? Officially, to promote friendship between our nations. In reality, to investigate the internal state of those countries, and also to train you.

Karst: San d'Oria is in Northern Quon, the same continent as Bastok. You can get there by land.
Ask someone else if you want details. I'm the president, not a travel agent.

>"How do I get to Windurst?"

Karst: Go to the port town of Selbina to the northwest. Once there, you can take a ship to Mhaura, a small town that is a stone's throw away from Windurst.

S>W: Chance Encounter

Baraka: You're here with business from the administration, correct? You should probably talk to Consul Helaku.
Lion: Really? You don't say… Thank you.
You've come all the way from Bastok, have you? I'm Lion, a traveling adventurer, you might say.
Have you heard? The Orcs have a new forward base in Ghelsba, to the northwest. Now their greedy eyes are turned toward this land!
Orcs are cruel and violent. They attack wayfarers on the road, and steal children, all to inspire fear and terror in the San d'Orian people.
But, there's one thing that just doesn't make sense.
Orcs never were known for their craft, but they carry even better armor and weapons lately.
I suspect there's someone behind the Orcs, pulling the strings, if you get me.
Someone has to figure out their plans and take action, before this country falls to an Orcish invasion!
People whisper in the streets of trouble in the royal house. They should focus on what's outside their walls first, if you ask me.
Well, I don't expect things will be getting any easier around here for a while yet, but you take care, all the same.

S>W: Helaku

Helaku: Hello there. I'm the consul from Bastok. Name's Helaku.
You must be tired from your trip. But first, let me get you up to speed on the situation here in San d'Oria.
Northwest of the city is an Orc village. They call it Ghelsba Outpost.
Our reports tell us that the Orcs are using Ghelsba as a forward base for an upcoming invasion of San d'Oria, but there's a few things that just don't fit.
We all know that Orcs are beastmen, right? To say they're low on brains would be an understatement.
Which is why I wonder how they came by the high-quality armor and weapons they've been using. Not to mention the ranged weapons and devices!
We suspect there's someone behind the beastmen calling the shots, but we've no idea who.
I wish I could send you to Ghelsba immediately, but in this region official missions require San d'Orian approval.
What I want you to do is go to Chateau d'Oraguille and speak to Monarlais Halver. He'll issue you a formal mission order.
Leave this building, and you'll see a great fortress to the right. That's Chateau d'Oraguille. And be polite; San d'Orians can be quite touchy.

S>W: Melek

Melek: I am Melek, the consul of Bastok. I trust you had a safe sail here?
So, you are <Playername>…? I heard about your activities in San d'Oria and am expecting great things from you here too.
Well then, we should get straight to the matter at hand. Gold Skull, why don't you start by informing our fair citizen here about what the mission involves?
Gold Skull: Allow me to explain…
The mission from our comrades in Windurst entails the extermination of a giant monster that appeared in the depths of Giddeus, the borderland to the theocracy of the Yagudo beastmen.
You are to receive a key from Heavens Tower in the Windurst Walls district, and head to the innermost part of Giddeus.
Your orders are to then defeat the heinous beast that lurks there.
Melek: You look perplexed. Yes, well, I guess if you put it frankly, you are protecting a pack of Yagudo beastmen from a ferocious monster.
You see…in order to maintain the peace of their country, the Windurstians have formed amicable relations with the Yagudo.
But, as you've probably realized, it's hard to call their relationship amicable when you witness the outrageous behavior of the Yagudo.
But, in order to maintain the trust of Windurst, we have to participate in this preposterousness.
Well, good luck with your mission. I look forward to hearing of your success.

S>W: The Fight

Searcher: Heh-heh-heh… I'm so glad you could come. I didn't realize that little rumor I spread would be so effective.
Yes, I'm the "ferocious monster" you were told about… One who will rally the beastman hordes on a grand campaign to rid the world of you and your kind!
Semih Lafihna: "Rrrally the beastman hordes"? Almost sounds as if you're planning to wage another Crystal War!
Searcher: Heh-heh-heh. I see you catch on quick.
The day of reckoning will come, and the beastmen will be the ones to rule this world! Not that you'll be there to see it…

While your peoples were busy squabbling with each other, we have been preparing for His return.
And when He comes…He will destroy you all!

Helaku: Ah, Player Name, is it? I heard good things about you from Consul Melek in Windurst.
San d'Oria is locked in battle with the Orcish horde. It's tough on the townsfolk. They can't even go outside without fearing for their lives these days.
The royal house is trying to suppress the beastman. But with so much intrigue in the royal family, they can't take dacisive action!
But I shouldn't keep you here too long. I don't know the details of your special assignment, myself.
You are to head to Chateau d'Oraguille and speak to San d'Orian monarlais Lord Halver. He'll tell you all you need to know.

Well, you may never reach the glory of the Royal Knights, but do good work, and you'll be rewarded accordingly.
Here is our dilemma. The Orcs have set up a front-line base of operations in a place called Ghelsba Outpost, nothwest of San d'Oria.
You're familiar with the Quadav, no? Well, Orcs are just like them. A vicious and barbaric race, and quite stupid to boot.
The problem is, those Orcs have been showing signs of intelligence lately. They've started using ranged weapons…even machines of war!
Our investigations indicate that someone is behind the Orcs, supplying them with weapons.
We want you to find a cavern deep in Ghelsba Outpost - a place called Yughott Grotto.
We've sent many an adventurer to Yughott Grotto, but few have returned, and we are desperate for knowledge.
There may be some…danger involved, but if you provide us with useful information, formal recognition from the Kingdom of San d'Oria will be yours.

W>S: The Fight

Vauderame: It doesn't look like you've found what you're looking for here either.
Rochefogne: Yes, I thought that the Orcs may have had the sword, but I guess I was wrong.
Vauderame: But, what is this…this…feeling of unrest?
Spotter: Arise, Wyrm of Darkness, Devourer of Light! I command you, smite my enemies where they stand!
Vauderame: …!?
Rochefogne: What is that!?
Vauderame: Watch yourself. I've never seen any monster like this before.
Spotter: Heh-heh-heh… I'm so glad you could come. I didn't realize that my little deception would be so effective.
You don't even realize what is playing out before before your own eyes. However, that is of no matter, since this is the last thing you will ever see.
Vauderame: It's just like you said, Rochefogne. There is something bigger lurking behind the Orcs.
Rochefogne: Wait, Vauderame. It looks like we have a visitor.
Vauderame: An adventurer? Excellent. We have the perfect job for him/her.
A fight with no gain is a fight for fools. Let us leave this battle for the adventurer and continue on.
