Ifrit does not appear by name in Final Fantasy XIII, and not as a real summon. Instead, Ifrit represents the Eidolon of the invading Cocoon forces in Pompa Sancta, and is seen as a hologram along with the other Eidolons that appear in the parade.

Final Fantasy XIV

Instead of being a 'summon', the Ifrit in Final Fantasy XIV is an what is generally termed an primal - an aetherial beast not unlike a god, created from the desires and memories of the people that summon him…in this case, the Amalj'aa. He is titled Lord of the Inferno by his followers, and engages in plenty of tempering to increase the number of his followers and thus his own power.

In Amalj'aa myth, Ifrit was a primordial being and a creator god. It was him who created the world, and him who encouraged its early inhabitants to fight among themselves. Among these beings were a strong race coated in scales, and it was these who caught Ifrit's attention. He gave them his flame, and the flame turned those beings into Amalj'aa. They were seven males and seven females in number, and these seven pairs became the forefathers of the seven tribes of Amalj'aa. From Zanr'ak, the sacred land where they received Ifrit's blessings, the seven tribes spread out around the world.
